Crime Rate in Canada by City 2026: All 41 Metro Areas Ranked

Chilliwack, B.C. has the highest crime in Canada by both measures: a Crime Severity Index (CSI) of 134.3 and a crime rate of 11,455 incidents per 100,000 people in 2025. Barrie, Ontario has the lowest CSI (46.9) and Saguenay, Quebec the lowest crime rate (2,973). Nationally, the CSI fell 5% to 75.0 and the crime rate fell 2% to 5,585 per 100,000.

What is the crime rate in each Canadian city?

The table lists all 41 census metropolitan areas, sorted by their 2025 Crime Severity Index from highest to lowest. The national figures are shown in bold for comparison.

Two columns matter most. The CSI weights each offence by seriousness, so a robbery counts for much more than a shoplifting incident. The crime rate simply counts Criminal Code incidents (excluding traffic) per 100,000 people.

Toronto and Québec City share 34th place on the rounded CSI of 55.0. The Ottawa–Gatineau metro area is split by province, so Statistics Canada reports its Ontario and Quebec parts separately.

Which city has the highest crime rate in Canada?

Chilliwack, at 11,455 incidents per 100,000, about 2.1 times the national rate (our arithmetic). Only two other metros were above 10,000: Kamloops (10,949) and Red Deer (10,592). Nanaimo (9,648), Kelowna (8,688), Thunder Bay (8,373) and Lethbridge (8,335) follow.

On severity, the top five are Chilliwack (134.3), Kamloops (126.2), Red Deer (114.4), Thunder Bay (114.1) and Winnipeg (113.4). Our most dangerous cities in Canada ranking looks at the top 10 in more detail.

Sixteen of the 41 metros have a CSI above the national 75.0. All seven B.C. metros except Victoria (74.6) are above it, as are all four in Alberta except Calgary, and both in Saskatchewan.

Which cities have the lowest crime?

Barrie has the lowest CSI (46.9), followed by Saguenay (49.3), Sherbrooke (50.3) and the Ontario part of Ottawa (50.6). On the crime rate, Quebec metros dominate: Saguenay (2,973), Sherbrooke (3,134), Trois-Rivières (3,417), Québec (3,493), Montréal (3,641) and Gatineau (3,700) all record fewer incidents per head than any Ontario metro. Barrie (3,777) is the lowest outside Quebec.

Is crime going up or down in Canadian cities?

Mostly down on severity. Of the 41 metros, 29 recorded a lower CSI in 2025 than in 2024 and 12 recorded a higher one. The biggest falls were in Saguenay (-13%), Regina (-12%), Windsor (-12%) and Trois-Rivières (-10%).

The biggest increases were in Saint John (+20%), Moncton (+11%), Brantford (+8%), London (+8%) and Fredericton (+7%). Three of those are in New Brunswick, the only province where the CSI rose in 2025 (Nunavut was the only territory).

The crime rate tells a more mixed story: 20 metros saw it rise, 19 saw it fall and two, Winnipeg and Drummondville, were unchanged. Thunder Bay’s rate rose the most, by 18%, while Regina’s and Saguenay’s fell the most.

Why do the CSI and the crime rate rank cities differently?

Because they measure different things. A metro with many low-level thefts can have a high crime rate but a moderate CSI; one with fewer but more serious offences can rank higher on the CSI.

  • Halifax has a crime rate of 6,094, above the national rate, but a CSI of 68.6, below the national index.
  • Drummondville has a CSI of 72.3, close to the national level, but a crime rate of 4,084, well below it.
  • Peterborough’s crime rate (5,385) is higher than Calgary’s (5,038), yet its CSI is lower (57.3 against 61.7).

Neither number is a full measure of safety. Statistics Canada cautions that the CSI is not a universal indicator of safety, and both measures count only crime reported to police. In 2019 only about 29% of victimizations were reported.

Are these figures for the city or the whole metro area?

The whole metro area. A CMA includes the central city and its surrounding municipalities, so the Toronto figure covers far more than the City of Toronto, and the Vancouver figure includes Surrey, Burnaby, Richmond and other suburbs.

This matters. The City of Toronto’s police service had a CSI of 59.98 in 2025, higher than the CMA’s 55.0. Victoria’s city police service recorded 161.18, more than twice the Victoria CMA’s 74.6. Crime tends to concentrate in busy downtown, shopping, nightlife and transit areas.

Smaller metros also move around more from year to year, so a single year’s rank should be read alongside the longer trend.

How do I check crime near a specific address?

  1. Use the official police map or open data for the city, for example Toronto Police (data.tps.ca), Vancouver Police GeoDASH (geodash.vpd.ca) or Calgary Police (calgary.ca/cps/statistics).

  3. Compare two areas the same way: same period, same crime types, rates rather than raw totals.
