Crime Rate by Province in Canada 2026: Provinces & Territories

Saskatchewan has the highest crime of any Canadian province: a Crime Severity Index (CSI) of 146.6 in 2025 and a crime rate of 11,938 incidents per 100,000 people, about 2.1 times the national rate. Manitoba is second (130.0). Ontario has the lowest provincial CSI (57.2) and Quebec the lowest crime rate (3,673). The three territories are far higher than any province, led by the Northwest Territories at 485.9.

What is the crime rate in each province and territory?

The table ranks Canada’s 10 provinces and 3 territories by their 2025 Crime Severity Index. The CSI weights each offence by seriousness; the crime rate counts Criminal Code incidents (excluding traffic) per 100,000 people.

Which province has the highest crime rate in Canada?

Saskatchewan, on both measures. Its CSI of 146.6 is about 2.6 times Ontario’s, and its crime rate of 11,938 is about 3.3 times Quebec’s 3,673 (our arithmetic). Manitoba follows with a CSI of 130.0 and a rate of 9,812.

The Prairie provinces also lead on property crime. Saskatchewan had the highest rates of motor vehicle theft (423.61 per 100,000) and break-and-enter (544.61) of any province in 2025, with Manitoba second on both. Saskatchewan’s homicide rate was 5.21 per 100,000 (66 victims) and Manitoba’s 3.64 (55), against 1.61 nationally.

Which province is the safest?

Ontario has the lowest Crime Severity Index of any province, 57.2, about 24% below the national figure. Quebec is next at 61.6 and has the lowest crime rate, 3,673 incidents per 100,000, about 34% below the national rate (our arithmetic).

Ontario also had the lowest break-and-enter rate of any province, 188.77 per 100,000. Prince Edward Island had the lowest motor vehicle theft rate (85.95).

These are provincial averages. Within Ontario, the Thunder Bay metro area had a CSI of 114.1, while Barrie had 46.9, the lowest in Canada. See safest cities in Ontario and safest cities in Quebec.

Why are the territories so high?

The Northwest Territories’ CSI of 485.9 is about 6.5 times the national figure, Nunavut’s 461.2 about 6.1 times and Yukon’s 195.4 about 2.6 times (our arithmetic). Their crime rates, from 19,234 to 57,617 per 100,000, are far above any province.

The populations are very small, so a handful of serious incidents moves the index sharply, and the figures are not directly comparable with large provinces. Our article on crime in Canada’s territories explains the context.

Is crime going up or down by province?

In 2025, the CSI fell in every province and territory except New Brunswick (+6%) and Nunavut (+10%). The biggest falls were in Manitoba (-9%), the Northwest Territories (-8%) and Alberta (-7%).

Over ten years the picture is different. Most provinces are still above their 2015 level:

Alberta is the only province with a lower CSI than in 2015, down 13%. British Columbia is essentially unchanged. The Atlantic provinces have seen the steepest rises, with New Brunswick up 45%. For context, the national CSI peaked at 81.27 in 2023 in the recent trend and remains far below its 1998 level of 118.84.

What is behind the national trend?

Nationally, the CSI fell 5% in 2025, its second consecutive decline. Break-and-enter (down 11%) was the biggest contributor to the drop, and motor vehicle theft fell 16%. Shoplifting of $5,000 or under rose 11%, the main offset.

Remember what the figures do and do not show. They count crime reported to police; in 2019 only about 29% of victimizations were reported. Statistics Canada also warns that the CSI is not a universal indicator of safety, and a provincial average says little about a particular street.

Yes. Alberta’s CSI fell 7% to 90.6 in 2025 and is 13% below 2015, the only province below its 2015 level.

Where did crime rise in 2025?

Only in New Brunswick (CSI up 6% to 90.4) and Nunavut (up 10% to 461.2).
