What is sexual assault level 1, 2 and 3?
Sexual assault is any sexual contact without consent, and the Criminal Code divides it into three levels by how serious the harm or threat is.
- Level 1 sexual assault is a sexual assault without a weapon and without serious physical injury. It is by far the most common level.
- Level 2 sexual assault is a sexual assault involving a weapon or an imitation weapon, threats to a third person, or bodily harm.
- Level 3 sexual assault (aggravated sexual assault) is a sexual assault in which the victim is wounded, maimed or disfigured, or their life is endangered.
A police-reported crime is an incident that police have recorded and confirmed through investigation. It is not the same as the number of people who experience sexual violence, as the next section shows.
Why are so few sexual assaults reported to police?
Only about 6% of sexual assaults in Canada were reported to police in 2019, according to Statistics Canada’s General Social Survey on Canadians’ Safety. By comparison, about 29% of all victimizations were reported, and about half of vehicle thefts, break-ins and robberies.
This has a practical consequence for reading the numbers. Police figures show the cases that reach police, not how often sexual assault happens. Because so few cases are reported, the police-reported rate can rise or fall when more or fewer victims come forward, not only when assaults themselves become more or less common. The long-term increase since 2015 should be read with that in mind.
Is sexual assault going up in Canada?
The police-reported rate of level 1 sexual assault in Canada was 87 per 100,000 in 2025, down 1% from 88 in 2024 but 52% higher than in 2015, according to Statistics Canada. On our calculation, that implies a 2015 rate of roughly 57 per 100,000. The number of incidents moved from 36,389 to 36,284.
The more serious levels are much rarer. Level 2 sexual assaults rose 3% to 865 incidents, and level 3 fell 3% to 129. Sexual violations against children were stable at a rate of 33 per 100,000, but are more than double the 2015 rate (+121%).
For the national context, total violent crime was stable in 2025 at 1,443 incidents per 100,000, while the overall Crime Severity Index fell 5% to 75.0. See crime rate in Canada and is crime going up in Canada?

These seven metro areas together recorded about 39% of Canada’s level 1 sexual assaults in 2025 (14,002 incidents, our calculation). Lower rates in large cities do not necessarily mean lower risk: differences in reporting, police practices and support services all affect the counts.
