Winnipeg has the highest crime severity of any large Canadian city, but it is improving: the Winnipeg metro area’s Crime Severity Index (CSI) fell 9% to 113.4 in 2025, still about 51% above the national 75.0. Its crime rate was 7,899 incidents per 100,000 people, unchanged on 2024 and about 41% above Canada’s 5,585. Most residents go about daily life without trouble, but robbery, break-ins and car theft are well above the national average.

Is Winnipeg safe compared with other Canadian cities?

Winnipeg ranked fifth highest of 41 metropolitan areas by CSI in 2025, behind Chilliwack, Kamloops, Red Deer and Thunder Bay, all much smaller metros. It is well above Edmonton, Vancouver, Calgary, Montréal, Toronto and Ottawa, the other largest metros. Manitoba as a whole had a CSI of 130.0.

The crime rate counts all Criminal Code incidents (excluding traffic) equally, while the CSI weights them by seriousness. Winnipeg’s violent CSI is particularly high at 170.06, about 75% above the national violent CSI of 97.19, while its non-violent CSI (91.74) is about 37% above the national 66.78. City of Winnipeg vs the Winnipeg CMA

The Winnipeg CMA includes the City of Winnipeg and surrounding rural municipalities. The city accounts for the large majority of the metro population, so these figures are a reasonable guide to Winnipeg itself. A separate CSI for the Winnipeg Police Service is not part of the data set used for this guide. As in all cities, incidents tend to concentrate in the central core, which draws commuters, shoppers and visitors from across the region.

Is crime in Winnipeg going up or down?

Down for three years in a row. Winnipeg’s CSI rose steeply from 90.4 in 2015 to a peak of 136.7 in 2022. It has since fallen to 113.4, about 17% below that peak, but still about 26% higher than in 2015.

Both parts of the index improved in 2025: the violent CSI fell from 188.50 to 170.06 (about 10%) and the non-violent CSI from 100.90 to 91.74 (about 9%).

What kind of crime is most common in Winnipeg?

The Winnipeg CMA recorded 73,127 Criminal Code incidents in 2025, including 50,621 property crimes and 15,134 violent incidents.

  • Homicide almost halved. 23 victims, a rate of 2.48 per 100,000, down from 4.67 in 2024, though still above the national 1.61. See homicide rate by city.
  • Robbery is very high. At 297 per 100,000 it is more than five times the national rate of 55, although it fell about 8%.
  • Break-ins fell sharply, about 21%, to 502 per 100,000, still nearly double the national 262. See break-ins in Canada.
  • Car theft is among the highest in Canada at 355 per 100,000 (Canada: 201), second only to Red Deer among metros, though down about 12%.
  • Mischief (vandalism and similar damage) was recorded at 1,599 per 100,000, more than double the national 739.

Winnipeg’s weighted clearance rate was 33.20, below the national 36.64.

Which parts of Winnipeg record more crime?

As in other cities, reported incidents concentrate where people gather: downtown, entertainment venues, shopping areas and major transit routes. Most people who live in or visit Winnipeg do so safely, but the figures do justify more care than in most Canadian cities. Robbery and property crime are the main concerns.   • They count reported incidents, not people. In 2019 only about 29% of victimizations in Canada were reported to police.
  • Police practice and reporting habits can make some offence categories look higher in one city than another.
