The safest neighbourhoods in Toronto by 2025 police-reported crime were Lambton Baby Point, Guildwood, Henry Farm, Steeles and Lawrence Park North, each with fewer than 660 major crimes per 100,000 residents (our calculation from Toronto Police Service data). The ranking below uses the combined rate of the five Toronto Police “major crime indicators”.
Major crimes, in this guide, are assault, auto theft, break and enter, robbery and theft over $5,000. The rate per 100,000 is the number of these offences divided by the neighbourhood’s estimated 2025 population, multiplied by 100,000, so large and small areas can be compared fairly.

Where are Toronto’s safest neighbourhoods?
Toronto’s 15 lowest-crime neighbourhoods in 2025 were spread across all parts of the city rather than concentrated in one district, according to our analysis of Toronto Police Service data.
- Midtown and North Toronto: Lawrence Park North, Lawrence Park South, South Eglinton-Davisville, Forest Hill North and Bedford Park-Nortown.
- North York: Henry Farm, Bayview Woods-Steeles, Avondale and Pleasant View.
- Scarborough: Guildwood, Steeles and Centennial Scarborough.
- West end: Lambton Baby Point.
- East York: Danforth East York and Leaside-Bennington.
Rates per resident tend to be higher where many visitors gather, such as downtown, nightlife streets, large shopping centres and transit hubs, because those incidents are counted against a small resident population. Lambton Baby Point had Toronto’s lowest break-in rate in 2025, at 35 per 100,000 residents, followed by Malvern West (44), Henry Farm (55) and Mount Olive-Silverstone-Jamestown (55), against a city-wide 190 (our calculation from Toronto Police Service data).

Is Toronto getting safer?
Toronto got safer in 2025 on the official measures: the Toronto Police Service Crime Severity Index fell from 68.62 to 59.98, and major crimes in the city’s neighbourhoods fell 9% from 46,799 to 42,491, according to Statistics Canada and Toronto Police Service data (our calculation for the 9%). In the safest 15, 11 neighbourhoods improved; Bedford Park-Nortown fell the most, from 327 to 191 offences. Steeles, Pleasant View and Avondale recorded small increases, and Leaside-Bennington was unchanged.

How should I use this ranking when choosing where to live?
- Use it as a starting point. A low rate means fewer reported offences per resident, not zero risk; Statistics Canada estimates that only about 29% of victimizations were reported to police in 2019.
- Check the category that matters to you. Renters often care most about break-ins; car owners about auto theft.
- Look at more than one year. Small neighbourhoods such as Lambton Baby Point (about 8,600 people) can move several places from year to year.
