What should I know before using these numbers?

  • These are metro areas, not cities. The Toronto figure covers the whole census metropolitan area, not only the City of Toronto. City police services have their own CSI: the Toronto Police Service recorded 59.98 in 2025, against 55.0 for the Toronto CMA.
  • The CSI weights crimes by seriousness, so it can rank cities differently from the crime rate. See the Crime Severity Index explained.
  • Only police-reported crime is counted. In 2019 only about 29% of victimizations were reported to police.
  • Not every city is a metro area. Surrey, Brampton, Mississauga and Oshawa are part of larger CMAs or have no CMA figure; use their police-service figures instead.
  • Numbeo is not crime data. Many “most dangerous cities” lists use Numbeo’s online perception survey. Our Numbeo vs Statistics Canada comparison shows how far the two diverge.
